New housing minister John Healey speaking at the annual conference of the Chartered Institute of Housing (CIH) in Harrogate said he doesn't want to take away the homes of unemployed council tenants who are not looking for work. Mr Healey used his first speech as housing minister to signal a clean break with the controversial stance taken by his predecessor but one Caroline Flint over unemployed council tenants.
